Yes. The guest list downloads when the scanner opens; scans are stored on the phone and sync when the connection returns.

Open the scanner while you still have a connection so the guest list downloads. After that, scanning works offline. When the phone reconnects, scans sync and the server rejects any duplicate made on another device.
